The DRC Stand-by Roster is managing rapid deployment of experts to UN emergency operations.
Objective
The overall objective of the DRC Stand-by Roster is:
To strengthen the UN organizations’ humanitarian operations related to refugees, internally displaced persons and other groups affected by displacement caused by man made crisis or natural disasters.
This objective is met by assisting the UN organizations in emergency operations through rapid provision of professional personnel.
The Roster is however not a substitute for regular staffing arrangements within the UN, but rather a short-term means to support and augment existing resources when considered absolutely necessary.
Profiles
The DRC Stand-by Roster is managing a database of about 250 highly qualified specialists who are available for rapid deployment to the UN organizations, worldwide.
The DRC Stand-by Roster includes specialists within the sectors of:
- Protection – SGBV, CS, RSD, Registration, Resettlement, Monitoring/Field, Community Services, IDP Profiling, Repatriation
- Child Protection – GBV, DDR, Education, Psycho-social Support, Separated Children, 1612/1882 MRM
- Logistics and Transportation
- Civil Military Coordination
- Humanitarian Affairs
- Early Recovery
- Emergency and Camp Management – Shelter, Site Planning
- Information Management – Reporting, PR, Sit Reps
- Reconstruction
- Water and Sanitation
- IT & Database
Deployments
The Roster implements three types of deployment:
- General deployment:
Members are deployed to positions that match their professional background following a standard request from a UN partner organization. - Cluster deployment:
As the DRC Stand-by Roster focuses more specifically on contributing to the Cluster Approach, a specific number of deployments are allocated within the fields of Camp Management, Protection and Early Recovery. Cluster deployments more specifically help to achieve the strategic objectives outlined above vis-à-vis the UN Humanitarian Reform process. - Mentor Programme deployment:
Aimed at developing skills and provide experience to young and motivated candidates with little or no field experience, a mentor deployment requires that the UN organization identify a duty station with a mentor to supervise and guide the trainee through all stages of working in the humanitarian field. Upon a successful mentoring programme the trainee becomes an ordinary member of the DRC Stand-by Roster. Read more about the mentor programme
Partnerships
The DRC Standby Roster has stand-by agreements with UNHCR, WFP, OCHA, UNICEF, UNDP, UNFPA, UNRWA and IOM.
The DRC Stand-by Roster is funded by Danida and as such forms a part of the Danish Resource Base in Disasters. The Danish Resource Base in Disasters consists of rosters managed by the DRC, the Danish Red Cross, the Danish MSF and the Danish MFA’s own Roster. In total, the Danish Resource Base in Disasters holds around 500 members ready for fast deployment in a wide range of sectors.
