DRC is a co-funder of the Joint IDP Profiling Service (JIPS) which was established in late 2009.
IDP profiling is an activity that serves to obtain an overview of a population of internally displaced persons (IDPs). It generates core data and baseline information which shows at a minimum numbers of IDPs, disaggregated by age and sex; and locations. Whenever possible, IDP profiling exercises aim to collect additional information on causes and patterns of displacement; protection concerns, humanitarian needs and potential solutions. Core data is essential for good planning of humanitarian assistance and protection.
JIPS is a one-stop-shop for humanitarians; it provides technical support to obtain, maintain and update reliable data on internally displaced populations, including undertaking profiling exercises and setting up of IDP profiling systems. JIPS is also a platform for advocacy at global and national levels for obtaining realiable data on IDPs.
DRC runs JIPS in collaboration with five other agencies, i.e. the Norwegian Refugee Council's Internal Displacement Monitoring Centre (NRC-IDMC), UNHCR, OCHA, IOM and UNFPA. JIPS is funded by the European Commissions Humanitarian Office (ECHO)
As such, JIPS is a symbol of DRC's commitment to partnership and collaboration with other humanitarian agencies. It is also an expression of DRC's devotion to the cause of IDP protection.
